The Aging and Long Term Support Administration (ALTSA), Residential Care Services (RCS) is seeking a dedicated professional, who is an active communicator with strong knowledge, experience, and participation in the development of required systems, educational materials and procedures, creation and maintenance of systematic communications with Nursing Homes and the Center for Medicare and Medicaid Services (CMS), to fill our Minimum Data Set Automation Coordinator position in our Lacey Office. As the Minimum Data Set (MDS) Automation Coordinator you are the delegated federal data custodian and coordinator related to the management of the MDS automation activity statewide. You are the liaison and provide consultation to CMS, its subcontractors and the Association of Health Facility Survey Agencies (AHFSA) with regards to the current ever-changing automation issues and their impact on state agencies. You play a vital role in the division's compliance with CMS and its objective to promote national consistency in the oversight of the MDS system operations. Some Of What You'll Do Provide technical consultation and training to nursing home staff statewide in the area of MDS automation (transmission, reporting, security, dialer installation and MDS technical entries). Provide technical consultation and support to RAI Coordinator. Obtain and Interpret information from a large-volume of reports, laws, regulations, records, print-outs, and data tables in a variety of locations inside the Centers for Medicare and Medicaid, sub-contractors, and department, and private contracted entities. Analyze and interpret complex data and translate complex systems information between computer programmer/database administrators, program staff and Washington State Nursing homes. Monitor federal regulations and policies affecting MDS automation and notify ADSA management and nursing home staff of changes affecting the State of Washington. Protect MDS data by acting as official data custodian, analyzing data requests in compliance with the federal Data Use Agreement, Title II ADA, and System of Record in the Privacy Act of 1974. Who We Want In This Role Education A Bachelor's or Master's degree from an accredited college or university in Public Administration, IT Project Management, Social Work (in Social Work must be from a social work educational program accredited by the Council of Social Work Education) , social sciences or a related field. IT Project management experience in a public agency may substitute, year for year, for up to two years of education. 2 years of professional administrative experience in Washington State Long Term Care programs and 3 years' experience in information technology project management, over site of IT staff or vendors, technical writing, advanced database querying, and construction of / responsibility for state-wide IT policies and procedures. Skills and Abilities Strong technical and policy writing skills to clearly communicate technical system information and to interpret this information to non-technical as well as technical staff, vendors, and nursing home employees. Highly skilled in the application of management principles and adult learning. Able to give effective public presentations to staff and provider groups. Able to develop and maintain up-to-date and technically accurate written training/educational materials for professional level staff and providers. Able to communicate and collaborate effectively with peers, all levels of management, federal staff, and the provider community. Multi-disciplinary skills in the areas of computer analysis; business/public administration processes for strategic planning, implement and manage statewide projects across programs and administrations.
